selective service issue

Hi all,

I was 19 when I came to the US in 98 for my undergrad. I was not aware of any selective service registration requirement at the time. In fact, just found out about the requirement when i was filing for my N400 a few months back. I got the interview letter a few weeks back which stated bringing the status letter. I sent the selective services all my information. I got a letter from them saying I am not registered but I already knew that.

F1 for my undergrad and MBA (98 till 04)
OPT Feb 2005 till Feb 2006
H1 B Feb 2006 till Feb 2009
PR Aug 2008 onwards

I am 34 now. I was always on a non-immigrant visa (F1, OPT, H1) prior to my GC so from what I understand I was never required to register to begin with. I have the following questions:

1) Is my understanding correct?
2) Should the selective service be sending me something that says I was not supposed to be registered?
2) I will type up a letter telling USCIS why I did not register plus show them my !-20 and F1/H1 visas. Should I say I was not aware or that I was always on a non immigrant visa? Both are legit valid reasons but not sure which one is the stronger defense.

Any assistance for what I should take with me on interview day regarding this issue would be greatly appreciated.

1) yes
2) no. USCIS will figure out from your immigration history that you were not required to register.
3) Don't bother. You're over 31, so even if you were supposed to register it wouldn't matter any more. They'll probably just skip over that question in the interview.
