Selective service and labor cert filing date

My labor cert was filed on 2/23/2004, one day before I turned 26. It was approved on 5/8/2006. I read that you have to be on a non-immigrant visa from age 18-26 to be exempt from Selective Service registration.

Is filing for labor cert considered to be a change of status from non-immigrant to immigrant or does the immigrant status start when the I-140 is approved? I was still on H1 as of age 26.

Filing a labor certification doesn't change your nonimmigrant status. Neither does filing an I-140. The I-140 approval doesn't change your status either.
