I have been looking at the cut-off numbers and noticed that they are higher than the selection numbers. According to this: http://travel.state.gov/visa/immigrants/types/types_5561.html the number of Europe selectees was 31001 but the cut-off number in May 2012 was 40,000!
Does someone have a theory about the difference?
