When I called USCIS for an address change, they send confirmation on my case but my 6 year old daughter got a letter which has following sections checked

All petitions/applications received by this service are required to have routine security checks that are resulting in delays of the adjudication of petitions/applications. Youy may obtain information on visa availability by calling the state department at 202-663-1541. You may obtain personal visa information by calling the state department at 202-663-1225.
My daughter has given code-2 FP - 6 months back. Is there any similar experience? Can anybody help me if I need to take any action on this?
