second I140 form, please help

i am going to submit the second I140 (NIW). The first is the extraordinary ability, which is still pending after RFE(only I140, no I485). On the I140 form, it says "Has any immigrant visa petition ever been filed by or on behalf of this person?". Considering I submitted a I140 petition in Extraordinary ability category before, what is the answer to this question: yes or no? Thanks in advance.
