Second FP notice 4 months after doing first FP?

Hello friends, I am hoping some of you might be able to shed some light on a rather unusual situation.
A friend of mine had done his finger printing in November '04.
Now he has recieved another FP notice. The FP notice says that he is scheduled for another FP appointment. Is this normal? I mean has anyone recieved a second FP notice only 4 months after doing their first FP? What are the possible situations in which a second FP may be scheduled 3-4 months after the first?If anyone is aware of such instances, please share your experience. Thanks in advance.
 
Hi mka, I am not sure about the code. I remember in my own case it was 1.
I don't know what the code is for my friend. What do those different codes mean? Could it be that some of the checks were completed for him and now they want to complete the rest?
