This is just an excuse for not sending out you 2nd fp. True, if the officer is not waiting on the FP. But the truth is they are waiting on it, and without it, they will never approve your case
You REQUIRE 2nd FP if expired as that is what I heard from Senators office, that once I complete the 2nd FP then the file will be sent to officer, so before 2nd FP they don't even touch the case as such.
If your FP has expired then you'll get 2nd FP notice... It is must for all.... before 1-800# started I confirmed with IIO also.
I got my 2FP after 18 months.. I would suggest talk to your attorney and do some written correspondence with BCIS.
It does not matter if you work for small company or big one...
