Second F-1 Visa interview:Any help please

I applied for an F-1 Visa for th Fall 2005 session but my application was denied . I have currently reapplied against the fall 2006 sess and will be attending my interview in a few weeks. Im a little unsure about the chances of a successful second try.

Please can anyone share some insight , and successful second attempt stories?

Is the future interviewing Visa officer's consideration of my appication going to be completely independent of the other's or do they usually store some comments or remarks concerning an interview or interviewee on thier computers for reference in later/subsequent interviews......anybody have an idea? what do you guys think?

I'm re-Applying with an I-20 from a differnt school to study a diffrnt course does it point too much to the negative?

I have received a full scholarship awrd (To cover Tuition/fees, room,board) .How much of an advatage is this? (I had a full tuition/fees and laptop awrd from my old school but the visa officer didnt even ask for or look at that).

Their primary concern is that you should have ties to your home country. Enough for you to come back once you've completed your studies in the U.S.
What was it last time around that made them reject you? You have to think along those lines and work on answering smartly enough to convince the officer that you will return.
