scanned some DEC 01 cases: Transfered after RFE recieved

Just scanned a 02061-02069 series:

There are some cases got transfered after "RFE recieved":

on 8/6/2003

eac02061: 2 cases transfered after "RFE recieved"
eac02061: 1 cases transfered after "RFE recieved"
eac02066: 2 cases transfered after "RFE recieved"
eac02069: 4 cases transfered after "RFE recieved"

on 8/5/2003
eac02063: 2 cases transfered after "RFE recieved"

I have rarely seen this before. What's the reason they do this?

To cover their ass, presumably? And to push forward the much decorated processing date?

I think these are AC21 cases.
According to the I-485 operating manual you can get an interview waiver only if your employer hasn't changed. Otherwise (if you use AC21) it is up to the officer to decide whether the case gets approved or transferred. So may be the RFE were for employment and after the officer saw that the applicants had changed their employer he/she decided to transfer it to the local office.
