Salary in AC 21 case

Any idea if INS will consider cost of living in determining the new salary for an AC-21 beneficiary? Meaning if a person joins new employer and the cost of living in the new job location is less than the job location for which the labor was filed(and so the new salary is less than the one mentioned in Labor certification). Any experience will help.
