Sailing Permit

I left US in 2002 and never entered again . I work for MNC and currently based in UK . My company has filed for my green card and I opted for Consulate processing. So I need to have Sailing Permit .Also will I be eligible to get this as my last tax return for US was in year 2002 and have not obtained anything after i left US
 
This may not be a reply to your question; but my guess is sailing permit is no longer needed any more for any purpose (and generally one gets it before leaving the US as it basically says IRS has no problem one's sailing abroad - taxes paid!).
