S.2611 and EB Quota

I saw an article in "The Economic Times" about the bill S.2611and went ahead and tracked it in the LOC website.

The website said: "Major Action: 5/22/2006 Senate floor actions. Status: Cloture motion presented in Senate."

Does the above mean that the bill is ready to close and the senate has approved increase of EB quota?

I am looking forward for insights by our experts.
