rupnet.com data clarification

Hi:

When I check rupnet.com/immigration/, there are three rows for each month, There are approved, RFE, Aprr.RFE. Is that true, these data in approved row mean they have no RFE and those who got RFE and subsequent approved is listed under Aprr.REF? I just want to have feeling what percentage of people get the RFE .
