WHEN APPLYING FOR RTD FOR THE FIRST TIME DO I NEED TO PAY THEM ANY FEES OR WE GET A FEE_WAIVER.
 
You have to submit the fee for RTD each time you apply for it. There are no waivers unlike first time waiver for EAD
 
I was commenting from the vantage point of INS people. My personal opinion is asylees/refugees should not pay any fees.

I totally agree with you especially that the Refugee travel document lasts only one year. I have calculated an estimate of the money the nebraska service center obtain through the processing fees. Guess how much? They receive every day an average of 2000 applications. Multiply that by 365 then multiply the sum by a 100 dollars (average INS fee). then multiply that by 4 since we have at least 4 service centers. This equation does not include things done through local offices. the sum is $ 29, 200, 000 dollars a year. 29 millions. And they take a year to give you a travel document. Go figure.
