What is the exact role of SESA & DOL in a RIR LC adjustication? Who normally issues NOF? If SESA feels, the application is a qualified one, is there any chance DOL issues a NOF? Will DOL evaluate each application for its qualification irrespective of SESA decision? or DOL just accept the recommendation of SESA?.
