RIR while on OPT???

Can I file my RIR application on OPT or I have to wait until my H1 is approved. Many many thanks.

If employer agrees, there is no reason for you to wait for H1 approval.

there is no requirement of any perticular status (OPT, H1, F1 etc etc) to file Labor Application as Green Card is for Furute Employment not current !
