RIR V/s PERM

Hello
Does anyone know if a RIR case is filed between now and March 28th would it get filed under the NPC's or BEC's?
Also does it make sense to not be one of the first people to get tested on the new process,and file with RIR,see how initial PERM cases go,and then convert over?
My case has to be filed by 5th may 2005 in order to extend my visa beyond 5th may 2006.

You should file your LC at SWA (State Office). They will decide later (by March 2005) where they will send your case NPC/BEC.
