RIR question + processing time

Hello!


I have recently completed my RIR ads for 3 months. My lawyer now informs me that I will have to wait for 1 more month before I can apply for LCA (ETA 750). Is this a standard or an unnecessary delay?

Also, I would like to know the processing times in Texas for:
1) LCA
2) I140 and I485
