Rir Or Non Rir

I am working in connecticut and my employer agreed to start my GC process.After speaking with our attorney, she told us that DOL is rejecting most of the labor cert applications particularly filed through RIR method. IS this true? She suggested us to file through NON RIR.But CT has a backlog from sept 1999. Should I take risk and go ahead with RIR or is it better if i go through NON RIR?
