RIR or Non-RIR...seems pointless?

I remember the days of RIR and non-RIR filing and the big fuss around it. In fact, I had to re-file my EB-3 app back then in late 2001 as RIR after an initial screw-up with my first application which was Non-RIR in April 2001.

The question is, today I have an acquaintance who filed his Non-RIR in 2000 October and didn't see any movement of his application until this year. Now, I think he is getting his medical, and all other formalities. What does that mean for his PD?

If his PD indeed is current (which it is), then he should be getting ready to apply for his I-485 etc. Let's say he gets his approval in another six months or so. Now, I filed as RIR in 2001, but am still waiting. Of course, I have filed for I-485 over three years ago and am told that I'm waiting for Pd to be current. Not to draw comparisons, but wasn't the whole idea of RIR filing, an expedited processing and also quicker GC approval?

If not, then have we both not arrived at the same place more or less at the same time? In fact, he has fared better than me as technically his PD has been current for many months and just needs to get the finalities done. Where did I benefit with my RIR application?
