RIR LC vs PERM

I've been a diligent reader of the LC forum here over the past couple of months but I have still have a question thats not been answered yet.

I have filed for RIR LC in March / April 2003 from MD under EB3 (I had Masters but only 1 year work exp). It should be now awaiting approval in Philly Backlog Center (no 45 day letter yet). Going by current estimates, this will be approved only after June 2006 at the earliest, after which I-140 and I-485 need to be filed. All in all, if I have the physical GC by end of 2007, I would be lucky. I am very frustrated in my current job with no raises since the past 3 years although job security wise, its pretty good.

Now, my question: Does it make sense to abandon the current RIR LC and file for a new PERM under EB2 with a different employer? Going by current calculations, PERM would take 3-6 months, I140 would take 6 months (max) and then I-485 would take until visa numbers are available. That means, I could have my PERM and I-140 approved by end of 2006. Now, I have read that I can change employers (and change job roles) after I-140 is approved as I-140 is employee specific. I have also read that I can change employers (but not change job roles using AC21) after I-485 is filed and has been pending for 6 months. Are both these scenarios true? Also, I have read that I can get mutiple H1B extensions in both the scenarios but dont know if it can be with the same employer or different employer.

Which option would you gurus suggest - RIR LC or PERM and why? My current market value is atleast 33% more than what I make and its very frustrating to see my juniors get promoted and get raises. More importantly, I want to do something different than what Ive been doing since the past 4 years !!!!
