RIR Labor certification and layoffs?

Hi,

Is there any effect on recent RIR Labor certification applications due to the recent slowdown and layoffs in the high-tech industry ? Is it true that the State Dept and DOL are scrutinizing RIR applications more closely and also in some cases rejecting them because of the slowdown/layoffs?
