RIR case moved back to EDD

My case was filed on sept 9th of 2001 in RIR category. It cleared the EDD and got transferred to the DOL.

But now it got rejected from the DOL back to EDD as they are not processing any RIR cases.

Did anyone experience such a case?

I also heard that the new RIR cases are on hold for California?

Is there some way to bring back the case to RIR?

Any help would be appreciated.
