I am planning to file for labor certification soon. My lawyer has informed me that an RIR application submitted before 03/28/05 is a better option than PERM because DOL will disqualify a large chunk of PERM cases due to strict scrutiny as implied in PERM regulations. Also if even one US candidate sends CV, DOL can reject a PERM cases. Any opinions in this regard?
