RIR ads response too few???

Our company has run both newspaper (3 days), internet ads (20 days), and internal posting for my RIR petition (Civil Engineer). However, we got only one response. My questions are:
1) Do I need more ads to bring more resumes in?
2) Does the number of response counts for the recruitment efforts?

RIR requirement is to establish a pattern of recruitment within past 6 months. Your advertisements are fine. I guess, number of responses for your advt doen not matter as long as you follow pattern of recruitment.
