Right time to apply PCC..

Please tell me when is the right time to apply PCC, is it better after 140 approval or at the time of 140 processing. Is PCC is required for sending documents to St. Louis, what is the loss (in time) if I apply for PCC after 140 approval. Please guide me.
 
In Packet 3 they are not asking PCC. !!

What I did was I applied PCC after sending P 3 to St Louis. I applied at CGNY and I got it in 10 days..I believe validity of PCC is 6 months. So now you have choices !!
