Anyone with receipt date earlier than 04/2002 and did not receive anything?
Based on my understanding, (well, from what my attorney told me), they have to approve at least 18,000 this fiscal year. Although they should approve according to the receipt date, they can still do additional screening for some applicants. They can't tell court your application is delayed because of their mismanagement, but they can tell court "we need to do extra background check."
Or, am I making up reasons that 2002 applicants received RFI? I will get some explanation from him......
