Rfi And Transfer To Local Office

Hello folks

If i recived a RFI that means my case will not be transfered to local office or still might be a chance that they transfer the case?
 
No it means you will get a BIO. A Case is transferred only if there are certain circumstances determining that it would require an interview. Before 1998, all local service centers processed their I-485's but then after 1998 they were all moved to Nebraska resulting in backlogs...
