RFE was not received in 12 weeks???

According to AVM, RFE was issued on 1/17/01 and we didn\'t receive any yet. We keep calling NSC almost every week, and were told they will send another one or they will send a request. Until today, the office said that another officer is preparing to send a copy. I know it is unusual. Any thought or suggestion? THank you in advance.

RD 9/13/99
ND 11/10/99
FD 6/00
RFE 1/17/01???

Home address was changed in December, 2000.

Question,
Is RFE different from Intent-to-deny? In another word, will AVM tell us An intent-to-deny notice was sent or so on?

Will it hurt to keep calling INS every week or even more often?

Please help.
