RFE Response Method (Envelope Or Fedex)

Hi,

I was curious to know what way does the lawyer's respond to the RFE issued by the INS.

1) Envelope provided by the INS
2) FedEx (Including the INS envelope inside)
3) FedEx (Not including the INS envelope inside)
4) Any other method


3 months back I got an EAD RFE and instead of sending the response in the envelope provided by INS, my lawyer responded in FedEx (Not including the INS envelope inside). And it took 3 months for that response to get in to the system.

Does it makes a difference if RFE is sent by Fedex or by envelope?

Any information would really be appreciated.

I am not sure if it matters. But this is my personal experience:
I sent the RFE for EAD on 25th July 2003 with the INS envelope in the next Day service of US postal service envelope (sealed the INS envelope with all the documents put this envelope in the Big envelope for Priority Express mail . My Case was approved on July 30th. (5 days).

The RFE envelope has a sticker with the LIN# in it. Also the RFE should state that you should include the original RFE letter in your response. That way, the process won't be delayed.
