RFE response 60 days or 540 days?

Does anyone know if INS would respond within 60 days as mentioned on RFE or 540 days which the status message states?
 
INS had mentioned on my application that they would respond tot he RFE in 60 working days. My 60 working days are over and I have heard didly squat from them. Don't believe in all that bullshit. 540 days is the only figure we can go by or is it?
