Occasionally people need tax return information, certified copies, or transcripts from the Internal Revenue Service (IRS).
For instance, BCIS (Bureau of Citizenship and Immigration Services) adjudicators at Service Centers may, on occasion,
request certified copies of tax returns. So, how can you obtain these?
One way that individuals have typically been able to get them is by walking into a local IRS office and making a request.
Well, there will be a slight change in this procedure beginning October 1, 2003. Starting next month, the IRS will require
requests for transcripts to be submitted by only fax, phone, or mail (no longer by a walk-in request).
There are several types of tax data available for taxpayers:
Tax return transcripts - shows most line items on a 1040-series tax return, as originally filed
Tax account transcripts - includes any adjustments made after the tax return was filed, along with basic data
(e.g. marital status, type of return filed, adjusted gross and taxable income)
Photocopies of tax returns
The IRS website states that transcripts are available for "the current and three prior calendar years," and
that one should allow two weeks for transcripts to be delivered by mail. There is no fee for transcripts.
To obtain photocopies of tax returns, however, there is a fee of $23 (which will increase to $39 on January 1, 2004),
and you should allow at least 60 days for delivery.
If the transcripts are needed in 10 or fewer days, it is possible to walk into a local IRS Taxpayer Assistance Center
with proper identification and documentation of the reason you cannot wait 10 days. This does not mean that you should
wait until the last minute. However, if you keep copies of documentation of when you faxed/mailed your request,
and it has not arrived when it is needed, then you have an alternative in an emergency situation. The IRS offers the
following examples of such documentation for requesting expedited copies: "an appointment letter from a governmental agency,
financial institution or university with a very short deadline, proof of an Immigration and Naturalization Service
[now BCIS] appointment within two weeks of your request, or an airline ticket showing a departure from the United States
within two weeks."

To request copies by mail, you fill out IRS Form 4506. Beginning January 1, 2004, use Form 4506T for transcripts and
Form 4506 for photocopies of tax returns.
