RFE received for marriage in a foreign country

Hello all,
My friend is a US citizen who got married to a Nepalese Citizen. They had a destination wedding in Bangkok, Thailand but only had the traditional marriage ceremony there. They registered their marriage in Nepal and have a marriage certificate from Nepal. However while filling out the i130 form they put that they were married in Bangkok, but only had the marriage certificate from Nepal. An RFE was sent from USCIS which stated that the Marriage certificate from Thailand is required. My friend (the husband) went to the Thai embassy in Nepal but was told that they would not issue any kind of documentation stating the marriage happened in Thailand. The only proof my friend has are the pictures and probably stamps on their passport. Since there is no chance for them to get a Marriage certificate from Thailand what options do they have to prove that their marriage is real and it did happen in Thailand? Does Affidavit from people present in the Wedding Ceremony in Thailand help? Please advise.
