rfe rcvd by INS 08/20, IIO says case still pending. Any ideas why?

Called IIO a lil while ago.
She asked me for my EAC number and after she punched in the numbers she asked me if I could hold...my heart sank...:(. She came back online after 30secs and said that this case is still pending. I asked her if there was a reason why and she said she does not know and I should hear something in 90-120 days. I asked her is it pending but assigned to a officer - she said NO it is just pending. They received my RFE on 8/20 and I am waiting since.
Any ideas why my case is still pending?

I doubt if your case is pending for any reason that is specific to your case. In general, the speed with which a case is approved after the RFE response is received appears to depend on whether the adjudicating officer (AO) still has your case with him/her. For reasons that are not entirely clear, it appears that an AO can sometimes return a case file back into the pending area rather than hold on to it and wait for the RFE response. When this happens, the case is again queued up for assignment by the workload distribution department and there is no telling when it will go back to the officer for adjudication. Once the case is actually (re)assigned, it could then take from 1 day to 1 month for approval since it seems that each officer is assigned around 1 month's work at a time.

The above is my lawyer's explanation of why my case was delayed. In my case, INS received RFE response on July 9 and case was approved on Sep 25 (i.e. 2.5 months later).
