RFE Rate

Last month every applicant had RFE or interview at local office before approval. But this month RFE / transfer has decreased. Most of Jan/Feb ND approvals are without RFE (check Rupnet).

Wrong.

When service center begins to process a month case first, less RFE.

The RFE approvals you saw are for Nov/Dec cases. Because those cases are issued RFE months ago, that's why you all saw RFE approvals.

I think BCIS are doing like this

start a month, let's say Jan(while also processing last month)
..
after about of month, switch back to Jan's RFE
(new cases almost stopped or at slower speed)
....

You're lucky if you get approved in the first batch, otherwise your waiting time is doubled.
If Jan RD get approved this month, they you're lucky, otherwise you have to wait much longer.
Just as our Dec RD leftovers are facing. Plus your FP are expiring next month.
