RFE question...Please help.

I receive the RFE of H1B 2009 yesterday. I hope some experienced people can give me some suggestions.

RFE requested as follows,

" In order to practice profession, provide a copy of beneficiary's state license to practice profession. If beneficiary is exempt from usual licensing requirements, provide letter from appropriate state license agency.

If the state where the beneficiary will work allows an individual to fully practice the occupation under the supervision of a licensed supervisor in that occupation,provide evidence of such and a copy of supervisor's license to practice as a member of profession."


It is because i haven't have any kinds of licenses,therefore, my company contacted the Idaho Board of professional engineer and got the following State Statute Code for this:

TITLE 54
PROFESSIONS, VOCATIONS, AND BUSINESSES
CHAPTER 12
ENGINEERS AND SURVEYORS
54-1223. SAVING CLAUSE -- EXEMPTIONS.
(1) This chapter shall not be construed to affect:

(b) The work of an employee or a subordinate of a person holding a certificate of registration under this chapter, provided such work does not include final engineering design or land surveying decisions and is done under the direct responsibility, checking, and supervision of, and
verified by, a person holding a certificate of registration under this chapter.


My company did not hire any attorney to do the petition. So, my company is going to prepare three documents for RFE reaponses. Hence, if possible, could some experienced people or attorney help me to see whether those documents meet what USCIS requested.

three documents are,
1) a letter from my supervisor, he certifies i will be working under his supervision.
2) Idaho State Statute (posted in previous paragraph)
3) Supervisor's professional license

my question is does anyone know whether these documents are enough to answer what USCIS requested?
Please advice about this urgent question.
