rfe question please answer

we received the rfe on 8-10 and mail it back 0n 8-13 as per tracking they got that on 8-14
as per avm they got it on 8-14(big surprise)
now it says since the preliminary process was over it takes another 400 days is this the standard message

What kind of medical RFE

Could U explain in detail about RFE, did you get any(TB) positive results when you are doing medical check up.
