RFE -> Progress

My friend's EB3 485 ND is June 2004. He received an RFE in March 2005. Does this mean that they are processing his file faster and once he responds to RFE his case should be adjudicated shortly after? Additionally, we noticed many 2004 cases being approved in March. Any thoughts?
 
Usually once the RFE is received it seems people get adjudicated from 2 weeks to a few months afterwards.
