RFE Pretty confusing! Dont know what to do

I got RFE from INS TSC stating that i have to provide them with a I-612 approval of 2 year HRR. I applied for H1-B with a waiver recommendation from DOS. I still havent received any notice receipt for the waiver from INS TSC. My lawyer says if we respond to the RFE without any notification then my case will be rejected. Do not what to do. Please advice.
 
If you are talking about J1 waiver for physicians

it takes about 10 days to get waiver approval from INS---from the day Dos forwards waiver to INS.
 
waiting for final waiver, INS asked in RFE for I-612

havent received I -797 for my waiver case INS has given me 90 days to provide further evidence. Dont know what to do. Please advice.
