If your RFE starts with : 'You have not been able to prove to the service that your work ist blablabla national interest blablabla'
your chances are probably on the lower end (0%)
If it starts with: 'Review of your credentials leaves open whether you ever graduated from your PhD program. Please send a copy of your diploma.''

Why don't you post the substance of your RFE. Some of the people who know more than myself might be able to give you some indication about your chances.
