RFE on petitioner's birth Certificate for I-130

Hi,

I applied for my parents Green Card in September. I don't have a birth certificate for myself, so I submitted two affadavits from my older siblings/relatives instead stating my date of birth, place of birth and name of my parents. Now I got a RFE stating that I need a Goverment document to state that the birth Certificate is not Available. Does anyone know what that means and how I can get that here in the U.S.?

Thanks Needurhelp for your reply. I cannot get a letter from my home town because it is a disturbed area. Getting it from there is not possible at all. Is there any other way?
Please help me. I have no idea what to do now.
