RFE issued on 140, could I still use AP to travel?

Hi, gurus, I just received a message from USCIS that a RFE issued on my 140 case. Could I still use my AP to travel abroad before clearing the RFE? And whom they will send the RFE to, the lawyer or me? Thank you for advice.
