Now that the new rules being enforced at USCIS for concurrent filing is out in the open, it quite evident that the deluge of I140 RFE's seem to have been generated as a delaying tactic. If USCIS were to approve the I140 and if FP notices are sent out, then I485 wil have to be adjudicated. By issuing RFE for I140, an automatic RFE gets generated for I485 too! There will a month of 2 lost in replying and reviewing and the authorities can buy time. Also by issuing FP notices, they can claim that the work on 485 is going very fast! These shrewd people can tell congress the quick turnaround time for sending thos FP notices. But thats just 1 small truth in bag of non-truths.
