RFE for FP - 02-047

I just got an RFE for FP. Have there been cases where another RFE for EVL, paystubs etc., was issued after an RFE for FP?
 
Lately they have been sending out RFEs for EVL, pay stubs, W2's pretty soon after sending out the 2nd FP notices. I am assuming you haven't gotten an RFE before.
I wanna mention that there is no certain way in how BCIS works.
