RFE for Employment before PD becomes CURRENT

One of my friend received RFE for Employment a month ago. Details :
EB3 INDIA PD 09/98 RD 10/99 FP 09/00.
According to my observation in this site, and in www.immitracker.com, all RFEs for employment are being issued just before stamping, when the PD becomes current (I know it is not a standard, but that\'s what happening from past 4 months). Does anybody have the same experience?

The reason why ur friend got RFE is due to his RD is now current and they are processing oct 99 cases. So they will issue RFE and keep everything ready since his RD is one , ins processing current cases

Does this mean, even everything is ready, I-485 will be approved only when PD becomes current? Am I right?
