RFE for AP: NSC - Questions

I applied for AP for 3 members in my family online. (Since our earlier AP are expired).

I received the RFE for all of us.
For all 3 of us, it is for Passport Photographs. (I believe the photos I submitted have some shadow).

Additionally for my wife and my son, 'Missing Photo ID'. The complete message is as below:
'Your application is missing documentation establishing your identity. The service requires photocopies of identity documents that clearly show the facial features of the applicant and applicant's biographical information. Standard black and white photocopies most often do not clearly show facial features, so it may be prudent to submit COLOR photocopy (ies) slightly enlarged from the original or the original document listed below.

A current photo identity document such as a passport showing your picture, name and date of birth; a driver's license, or other type of photoID issued by government agency, showing your picture, name and date of birth; birth certificate with photo ID or a National ID document with Photo and/or fingerprint. The identity document photocopy must clearly show the facial features of the applicant and applicant's biographical information. I-94 arrival/departure cards will not be used for photo identification purposes.

Note: Consulate-issued Matricula Consular cards are not an acceptable document for Immigration Purposes'.

In case of my wife, I submitted copy of State ID card. I am not sure why they are asking again. Her Passport has Black and white Photo.
Shall I submit copy of same ID card again?

In case of my son, he does not have either State ID card or Driving License. However, he has Learner's Permit from RMV (With Black and white Photo).
His passport has color photo when he was 10 years old.

What ID can I submit for him?
