RFE after fingerprint

Hello,

My wife's fingerprint was done twice as first fingerprint could not be processed. Now I got an email that they have sent an RFE for I-485. I am still waiting for find out RFE details.I read in the forum that if the finger print was rejected twice, then they will ask us to get certificate of good conduct (The actual term may be different) from local authorities.

Has anyone been able to get that certificate from local authorities. What is the time frame to get that? Please share your experience whom to contact to get that.
