RFE-Ability to pay

Received an RFE to prove "ability to pay". ASked for 2002 tax returns.

As a company, we have not filed the 2002 tax returns yet (due 9/15). Instead of waiting till thats done, can I substitute with Audited financial statements, Govt. contract/grant letters etc proving financial viability of company. ALso, as a VC funded company, we do not have a net income. We have net losses in the millions. So, will a tax return harm my case? How do people in startups in R&D stage prove "ability to pay"?

I believe that ability to pay and company making loss are seperated issues. Many companies are making loss but they are still sponsors. Can you meet the dead line 9/15?
