Usually the INS stamps the passport on entry...although they hav been erratic in my case..once on an H1 entry he stamped only the I-94..not the passport..and on multiple entries from Canada it was never stamped. The usual procedure is to stamp AP and stamp passport..but they very well could only stamp AP.
