Return to the CIVIL SURGEON to complete vaccination

I need some help with an RFE my wife received last week.

The RFE states that my wife did not receive the TD and Varicella vaccines at the time of her Physical and asks us to go back to the CIVIL SURGEON we visited initially.
At her Physical (almost three years back) the doctor said there was a shortage of vaccines and said INS would consider that.

I moved from Iowa to New Jersey and wondering if we can visit a different doctor here in New Jersey?
USCIS sent back the original sealed envelope (medical report). Can any another civil surgeon open it?

My attorney said yes.
But for security blanket, check with your attorney see if he/she has different opinion but I believe it should not be any problem.
